That the police officer's reasoning is that it is unsafe -- more unsafe than riding a bike on the road with cars?? At least this offers the 4 bike-riders protection while riding their bikes -- I suppose a horse-drawn carriage would be considered unsafe and illegal too? Tell that to the Amish.
